Bank refuses to make change for customer

To the editor:

Recently I went to the a TD bank to change a $20, $10 and $5 into coins in preparation for my garage sale the following day.

The young teller asked me if I had an account with this bank, I said no, I only wish to get some change for use in my garage sale tomorrow.

She was quite polite and told me to wait a minute she went to someone sitting at a desk and returned to tell me that I cannot get change if I did not have an account at that bank.

I asked to speak to the manager and soon the older lady at the desk came with a scowl on her face to tell me that the money in the bank belongs to customers so she can't use it to make change for someone who is not a customer.

This older lady also identified herself as TD's Customer Service Manager. Is this a new bank policy decided between the government and all banks or is this a TD policy?

Will someone please let me know.
