To the editor:I totally agree with Louise Hart's comments.I had a drain blockage caused by a tree planted on City of Toronto property 21 years ago. The drain was cleared by a private contractor at a cost of $150. I submitted the bill to the city, but the payment was refused by an insurance company claiming they had no proof the roots caused the problem. At least the city spent two days repairing the blockage at no cost to me. My advice to citizens is to call 311 if you have a drain blockage and get the city to clear the problem. Do not call a private contractor.Gord Arnott
