Don't blame the politicians for this situation. It is the insurance companies that dictate what can be used, how it can be used and when it can be used. They make the terms so difficult and so expensive that you don't dare let the children do much more than sit in school gyms. Teachers have had to curtail many important, useful and educational activities and outings because of the current power of the insurance companies. Jacqueline Bennett
