Police believe the cigarettes, which originated in China, were shipped to Canada in a freight container and were destined for the Toronto market.
Search warrants were executed at storage units in Scarborough and Markham.
The investigation was conducted by the Royal Canadian Mounted Police and the Canada Border Services Agency.
"The distribution of contraband tobacco products in Canada has serious consequences for the Canadian economy," RCMP Insp. Greg Johnson said in a news release.
Six men, ages 44 to 48, have been charged with unlawful possession of tobacco products and will appear in court Sept. 19.
